目前进口化妆品的进口程序已经根据要求进行了简化。进口化妆品的收货人应取得备案资质，在“互联网海关”实施网上备案。其中**进口的化妆品应当符合下列要求：（一）国家实施卫生许可的化妆品，应当取得国家相关主管部门批准的进口化妆品卫生许可批件，国家实施备案的化妆品，应当凭备案凭办理报检手续。（二）国家没有实施卫生许可或者备案的化妆品，应当提供下列材料：1.具有相关资质的机构出具的可能存在安全性风险物质的有关安全性评估资料；2.在生产国家（地区）允许生产、销售的明文件或者原产地明；（三）销售包装化妆品成品除**项外，还应当提交中文标签样张和外文标签及翻译件；（四）非销售包装的化妆品成品还应当提供包括产品的名称、数/重量、规格、产地、生产批号和限期使用日期（生产日期和保质期）、加施包装的目的地名称、加施包装的工厂名称、地址、联系方式。海关受理报检后，对进口化妆品进行检验检疫，包括现场查验、抽样留样、实验室检验、*等。

For cosmetics for record keeping, the State should go through the formalities of applying for inspection by presenting the certificate of record keeping.(2) For cosmetics that the State has not implemented hygiene licensing or put on record, the following materials shall be provided:Relevant safety assessment materials of substances with possible safety risks issued by institutions with relevant qualifications;2. Certificate of permission for production and sale in the production country (region) or certificate of origin;(3) For the sale of packaged cosmetic products, in addition to the preceding three items, samples of labels in Chinese and labels in foreign languages and their translations shall also be submitted;(4) For finished cosmetics which are not packaged for sale, the product's name, number/weight, specifications, place of origin, batch number of production and expiry date (production date and shelf life), name of the destination where the packaging is added, name, address and contact information of the factory where the packaging is added shall also be provided.After receiving the declaration, the customs shall conduct inspection and quarantine on imported cosmetics, including on-site inspection, sampling and retention, laboratory inspection, and issuance of certificates，
